What is the main purpose of the hazmat communication system?
What the HazMat test covers
Questions come from the hazardous materials section of your state's CDL manual. The big topics are the communication system (shipping papers, package labels, placards, and emergency response information), loading and segregation, the hazardous materials table, and the rules for driving and parking a placarded vehicle.
The communication system has four parts that work together: package labels, shipping papers, emergency response information, and vehicle placards. Labels go on packages. Placards go on the vehicle, on both sides and both ends, and they have to stay clean and readable.
Shipping papers and the hazardous materials table
The basic shipping description goes in this order: identification number, proper shipping name, hazard class or division, and packing group if there is one. When hazmat and regular freight share a shipping paper, the hazmat entries come first or are marked, for example with an X in the hazardous materials column.
Keep shipping papers where they're easy to find after a crash. While you drive, they go within reach with your seat belt on, or in the pouch on the driver's door. When you leave the cab, put them in the door pouch or on the driver's seat.
In the hazardous materials table, Column 3 is the hazard class or division, Column 5 is the packing group, and Column 6 is the label codes. Packing group I means great danger, II medium danger, and III minor danger. Not every entry has a packing group.
Loading, driving, and parking
Never haul a leaking package, and don't use hooks to handle hazmat packages. Brace packages so they can't move, and look up which materials can ride together instead of guessing.
A placarded vehicle may not park within 300 feet of an open fire. Vehicles carrying Division 1.1, 1.2, or 1.3 explosives have tighter limits, such as staying more than 5 feet off the traveled part of a public road. When fueling, the engine must be off and someone must control the nozzle at the tank. Check tires at the start of each trip and each time you park.
Common questions
Do I need a background check for the HazMat endorsement?
Yes. Along with the knowledge test, the HazMat endorsement requires a TSA security threat assessment, which includes fingerprints and a background check. Start it early, because it can take a while.
How many questions are on the CDL HazMat test?
It varies by state, but it's usually around 30 questions. You need 80% to pass.
What's the difference between a label and a placard?
Labels go on packages. Most are diamond-shaped. Placards go on the outside of the vehicle, on both sides and both ends, so emergency crews can see the hazard from any direction.

What is the main purpose of the hazmat communication system?
Help the people who ship and haul the cargo know its risk.
The system tells shippers, carriers, drivers, and others what risk the cargo carries.
A carrier is hauling hazmat in a vehicle that must be marked or placarded. How close may that covered vehicle park to an open fire?
Not within 300 feet.
Within Part 397's marked or placarded scope, a vehicle with hazmat may not park within 300 feet of an open fire.
A hazmat package is leaking, and you can see it before loading. What is the right first decision?
Reject it from normal loading and use the authorized process that applies.
A leaking package can't be hauled as it is. Any more handling or shipping must follow an authorized process.
Which column map correctly places the three HMT fields?
Class or division: Column 3. Packing group: Column 5. Label codes: Column 6.
The three fields are headed in Columns 3, 5, and 6, in that order.
Which loading plan best protects hazmat packages during transport?
Avoid tools that damage packaging. Brace packages so they can't fall, slide, or bounce.
Careful handling and bracing cover both loading damage and movement on the road.
The hazmat communication system has more than one channel. They all work together. Which list names every one of them?
Package labels, shipping papers, emergency response information, and vehicle placards.
The full group is package labels, shipping papers, emergency response information, and vehicle placards.
A carrier hauls hazmat that is not radioactive and needs placards. A state route designation applies. What should the carrier do?
Follow the state designation that applies.
For placard-required hazmat that is not radioactive, the carrier must follow the state or tribal designation that applies.
A cargo tank transfer is under way. Which way of watching it best matches PHMSA's advice?
A qualified person stays at the tank with a clear view of the tank and hose.
PHMSA recommends a qualified person attend the tank with a clear view of both the tank and the delivery hose.
A package has damage that may have weakened its ability to hold in the hazmat. What should the loader do?
Keep it out of normal loading and send it to the authorized process that applies.
Real damage makes the package a special decision, not routine cargo.
An HMT reader needs the primary hazard class and any subsidiary hazards that apply. What is the right lookup?
Read the primary class or division in Column 3. Then check Column 6 for extra label codes for subsidiary hazards.
The primary class or division and any subsidiary hazards sit in separate HMT fields.
